The basic principle in the Biocidal Products Regulation is that a biocidal product must be licensed before it can be placed on the market or used. This happens in two consecutive steps. First, the active ingredient is evaluated and approved for a specific product type, provided that the criteria are met. The second step is the authorization of each product containing, containing or producing the approved active substance(s).
All biocidal products containing approved active substances are evaluated for safety and efficacy before registration.
